IPIL ENDS ACCEPTANCE OF TRIKE FRANCHISE APPLICATIONS
 
Rey Aquino, Chief of the License, Permit and Franchising Division of the Local Government Unit (LGU) of Ipil, expressed during an exclusive interview that the September 2-10 schedule for the acceptance of new applicants of motor with sidecar franchises ended on Saturday, September 10, 2011.

It was gathered that the LGU of Ipil disseminated information through radio announcements and other forms of info-drive to all interested individuals who wished to apply for a new franchise for their motor with sidecar that there is a weeklong schedule for acceptance of new applications for franchise.

The schedule was set on September 2-10 this year and according to Aquino, the purpose for opening a week of accepting new applications for tricycle franchise was to give chance to illegitimate passenger tricycles roaming around the municipality of Ipil to make their motor cabs legal and legitimate.

“I personally observed that there are still tricycles in Ipil that have no franchises and it would be best if they would secure franchises now before it’s too late”, said Aquino.

Also, Aquino revealed that the Franchising Division also welcomed owners and operators of tricycles who are not residents of Ipil because the previous years, only residents of Ipil are given the chance to secure for franchises.

“Before we only accepted applications from people who are legitimate residents of Ipil but during the one week schedule, we also welcomed owners and operators who are not from Ipil”, added Aquino.

The purpose of the said general acceptance, according to Aquino, is to reduce the number of illegal passenger tricycles in the locality and to also update existing franchises.

September 10, 2011, Aquino officially announced the closure of the acceptance of applications for franchises of motor with sidecars and hoped that the result of the weeklong open for all acceptances would lead to the reduction of illegitimate tricycles in Ipil.

“Now that we have ended the acceptance for franchise applications, we are hoping that we can reach the 100% rate of legitimate tricycles here in Ipil”, Aquino explained.

In Ipil, there are more or less 1,400 legitimate passenger motorcycles with sidecars and with the recent acceptance scheme of the LGU, local officials are expecting that the estimated 1-2% illegitimate motor cabs would be reduced or even be eradicated.

Having franchises would mean enjoying all the benefits that all legal transportation vehicles are receiving from the government insurances, financial or technical assistance, etc.

Aquino also expressed that after the weeklong acceptance of franchise applications, it would take another 5-8 years before the local government would once again open another acceptance for new applicants because the number of tricycles in the municipality is still too many for the riding public.

It would only reach up to P700 for a franchise to be accomplished in the LGU and it would be renewed every year together with the renewal of registration at the Land transportation Office (LTO).
